Designated Area Migration Agreement (DAMA)

The Pilbara DAMA continues to deliver strong outcomes for regional employers, local services and the broader Pilbara economy. The program helps businesses address workforce shortages that cannot be met from the local labour market. For many small and medium enterprises, it provides the only practical pathway to recruit and retain workers in a high-cost regional environment.

Demand for the Pilbara DAMA has grown strongly. By the end of July 2025, more than 1,720 overseas workers had been endorsed by RDA Pilbara within the overall ceiling of 1,000 nomination places over five years. This represents an increase of almost 1,000 workers compared with the same time in 2024 and reflects strong employer confidence in the program.

Childcare remains the most utilised occupation group under the agreement. Endorsements to July 2025 include 227 Child Care Workers, 63 Child Care Group Leaders, 34 Out of School Hours Care Workers and 20 Child Care Centre Managers. These roles directly support workforce participation by enabling caregivers to remain in employment.

Employers report that the Pilbara DAMA allows them to recruit skilled workers willing to relocate to remote communities and build careers in our region. Childcare providers have expanded places for families. Community service organisations have strengthened care teams and reduced reliance on agency staff. Small businesses across sectors such as mechanical services, hospitality and tyre servicing have maintained service capacity and supported local industry.

The Pilbara DAMA has proven to be a practical workforce solution that supports regional growth. As the program transitions toward the WA State DAMA framework, RDA Pilbara looks forward to continuing to work closely with the Department of Training and Workforce Development (DTWD) to ensure the ongoing success of the program and continued support for regional employers.

Pilbara Settlement Services

Pilbara Settlement Services operated under a Grant Agreement with DTWD from November 2023 to November 2025. The program supports migrants as they settle, work and participate in Pilbara communities.

RDA Pilbara provided case management where required and monitored outcomes to support successful integration. One client first engaged with the service in March 2024 while experiencing family challenges and needing assistance with licensing, Centrelink and Medicare access. With support and referrals, she has since obtained her driver’s licence, secured stable employment and improved her living arrangements. This outcome reflects the positive role settlement support plays in helping migrants build stable lives and contribute to the Pilbara community.
