RDA Peel

Peel Trails, a Regional Strategy Converting into Delivery

RDA Peel led development of the Peel Regional Trails Strategy in 2019, covering all five Peel Local Government Areas (LGAs). The Strategy prioritised trail infrastructure region wide and became the evidence base for subsequent funding advocacy. During 2025-26 that groundwork converted into the trail opening at Jarrahdale and construction at Waroona, with Australian Government funded construction at Boddington which commenced in September 2026.

What RDA Peel did:

  • Produced the Peel Regional Trails Strategy 2019, with individual trail plans for the City of Mandurah and the Shires of Murray, Waroona, Boddington and Serpentine-Jarrahdale.
  • Took the Strategy to the Peel Alliance in November 2019 and built it into a single regional funding case.
  • Maintained a trails situational analysis in July 2020 and continued to promote the benefits of the proposed projects.

Outcomes in 2025-26:

  • Serpentine-Jarrahdale: the Jarrahdale Horse Trails opened in November 2025, comprising the 5km Whim Trail and the 20km Jinker Trail. The opening was attended by the Hon Jessica Stojkovski MLA and Senator Ellie Whiteaker, with the Shire President, the Peel Development Commission Chief Executive and the Commission’s Chair.
  • Boddington: the Williams Reserve Mountain Bike Trails. Construction of 15 trails totalling approximately 17.2 kilometres commenced in September 2026, with practical completion expected by the end of April 2027 with a full public opening forecast for May 2027.
  • Waroona: the Waroona Town to Drakesbrook Weir Trail. Construction commenced in February 2026 and the trail will be opened to the public in October 2026.

A regional planning instrument produced by RDA Peel is now being used to secure Australian Government investment. Two of the five LGAs in the Peel region now cite the Strategy by name in their own project documentation.

Collaboration and integrity:

The Strategy was built with all five LGAs and the Peel Alliance as the regional vehicle. Delivery has drawn in the Australian Government, the Western Australian Department of Biodiversity, Conservation and Attractions, and the Peel Development Commission.

The contribution by RDA Peel is the regional strategy and the advocacy built on it, which the local LGAs themselves attribute. State and Commonwealth representation stood at the same trailhead for a project built on State funding against a regional strategy that is now supporting Australian Government investment into two other key projects in the region.
