Indian Ocean Territories Supply Chain Review

The Indian Ocean Territories (IOT) Supply Chain Review was initiated by the IOT RDO in partnership with Phosphates Resources Limited (PRL) to address long-standing freight and logistics challenges for Christmas Island and the Cocos (Keeling) Islands.

Oversight was provided by a Joint Committee including the Australian Government Member for Lingiari; the Administrator of Christmas Island and the Cocos (Keeling) Islands; representatives of the Shire of Christmas Island and the Shire of Cocos (Keeling) Islands; representatives of the Christmas Island Business Association; and the IOT RDO. This collaborative structure ensured recommendations were evidence-based, practical, and co-designed with the community.

The technical analysis was concluded in 2024, providing the first complete mapping of the IOT supply chain, spanning airfreight, sea freight, passenger baggage, and food supply. For the first time, a supply chain map and stakeholder engagement dashboard made these complex systems transparent for the community and government.

The Supply Chain Review was formally presented to the Australian Government Minister for Regional Development, Local Government and Territories, the Hon Kirsty McBain MP, in late 2024, along with the Department of Infrastructure, Transport, Regional Development, Communications, Sports and the Arts. This ensured the voices of the community, captured through more than 40 engagements, entered national policy discussions during the 2024–25 reporting period.

The Supply Chain Review produced 15 actionable recommendations, ranging from backlog trigger points and fairer freight pricing to port efficiency and food security initiatives. These directly respond to community priorities, including reducing cost-of-living pressures and improving reliability of essential services. Importantly, advocacy and implementation of recommendations are continuing into 2025 and beyond, including consideration of airfreight reforms, sea freight subsidy models, and port upgrades.

By commissioning, guiding, and championing the Supply Chain Review, the IOT RDO delivered an evidence base that is already shaping policy and investment decisions. This achievement is strengthening livability, service equity, and economic resilience across the IOT, demonstrating how a Committee-led initiative can make a tangible difference in its region.
