RDA arrangements in WA

On 25 August 2009, a Memorandum of Understanding (MoU) prescribing the operating arrangements for RDA in WA was signed by Parliamentary Secretary for Infrastructure, Transport, Regional Development and Local Government, the Hon Maxine McKew MP and WA Minister for Regional Development, the Hon Brendan Grylls MLA.

The RDA network in WA operates in parallel with the WA Regional Development Commissions (RDCs). Cooperation and collaboration at the local level will be achieved through the development of written agreements between RDAs and RDCs about respective roles in each region.

In order to foster greater integration between RDAs and RDCs, their boundaries were aligned. The exception is the Mid West Gascoyne region, where one RDA committee covers two RDCs.

With the exception of Perth, all RDA committees in WA are incorporated under the Associations Incorporation Act 1987 (WA).

The Perth region is represented by an advisory committee.  The Australian Government is currently negotiating a funding agreement with the Western Australia Local Government Association to provide support to the committee.

RDA committee membership in WA

The key structural elements of RDA committees in WA, as agreed in the MoU, are:

  • each committee will have ten to twelve members;
  • each committee will include a Chair, Deputy Chair and at least two local government representatives;
  • the Hon Brendon Grylls MLA, will nominate up to two RDC Board members to participate on each RDA Committee;
  • Chairs and Deputy Chairs are to be leading members of the community with a strong understanding of the economic, social, and environmental opportunities and challenges facing their communities;
  • committee appointments will be for periods of two or four years;
  • committee members will be appointed by the Hon Maxine McKew MP;
  • in making appointments, the Parliamentary Secretary will consider the composition of the committee in terms of gender, skills, demonstrated community leadership, and cross sectoral diversity; and
  • committee members must reside within the region that the RDA Committee represents.

Committee members are committed volunteers drawn from the region who represent the community, business and local government. Interested members of the community can apply through Working with RDA.
